| summary | A new mathematical model for the dynamics of illicit drug use, incarceration and work-release treatment is presented and analyzed. The cost effectiveness of a work-release treatment program is determined. It is found that work-release treatment is cost-effective compared to no work-release treatment, and the higher the proportion of released prisoners treated, the better. However, work-release treatment is not enough to stop the illicit drug use epidemic. Helping drug users quit before incarceration or minimizing contagion through awareness campaigns may prove more effective. |
